So, you’ve finally found the perfect spot to build that dream project—or perhaps you’re just trying to figure out if your neighbor is actually allowed to run a full-scale industrial workshop next door. Either way, you need a zoning certificate.

In the South African property world, a zoning certificate is your “Source of Truth.” It’s the official document that tells you exactly what the land can be used for, how high you can build, and how much of the soil you can cover with concrete. But in 2026, where exactly do you go to find one without losing your mind in a labyrinth of municipal corridors?

The Short Answer: Your Local Municipality

The simple truth is that zoning is a local government function. Whether you are in the heart of Sandton or the outskirts of George, the Local Municipality is the sole authority that issues these certificates.

However, “going to the municipality” looks a lot different today than it did a few years ago. Most major metros have moved these services into the digital realm, making it easier (mostly) to get what you need from your laptop.

1. The Digital Portals (The Fast Lane)

Most of South Africa’s major metropolitan areas now offer online self-service portals. This is usually the quickest way to get a “Zoning Extract” or a full certificate.

  • City of Johannesburg: Use the Joburg e-Services portal. You can search by erf number or street address.
  • City of Tshwane: Head to e-Tshwane. They’ve integrated land development applications into their main service portal.
  • City of Cape Town: The Map and Zoning Viewer is arguably the most user-friendly. You can view the zoning live and then apply for a formal “Zoning Extract” via their e-Services.
  • eThekwini (Durban): Their online system requires a municipal account but provides accurate data once you’re logged in.

2. The Physical Office (The Scenic Route)

If you prefer a stamp and a signature on a physical piece of paper, or if you’re dealing with a smaller local municipality that hasn’t quite embraced the “Fourth Industrial Revolution,” you’ll need to visit the Town Planning Department or the Development Management office in person.

Pro Tip: Always bring your Title Deed and your ID. It saves you a second trip when the official behind the desk inevitably asks for “one more thing.”

What Do You Need to Apply?

 

Regardless of the municipality, you’ll generally need:

  • The Property Description: Not just the street address, but the Erf or Stand number and the Township name.
  • Application Fee: Prices in 2026 vary, but expect to pay anywhere from R50 to R950 depending on the municipality and whether you want a basic extract or a certified legal document.
  • Power of Attorney: Only if you are applying on behalf of the owner (common in areas like Nelson Mandela Bay).

Why You Shouldn’t Skip This Step

Trying to develop land without a zoning certificate is like trying to bake a cake without knowing if your oven is actually a microwave. If you build outside your building lines or exceed your permitted floor area, the municipality can (and will) issue a contravention notice, which could lead to heavy fines or an order to demolish.
